Your question says BYU campus though. I just don't see how the Church could put

another campus in the states without putting another BYU campus worldwide. Sure, it would have a different moniker not tied to BYU, but to my understanding, that is why they got rid of the EFY/FSY programs because they didn't want differing programs.
