Questions - spring lawn care along the Wasatch Front

I'm still a relatively new homeowner in the Wasatch Front (Davis County). Lawn care was very different where we used to live, as we never had to water anything.

I have a few questions if anyone has a second to give me some advice with any.

  1. When should I start watering and how much? Right now, my lawn is greening (probably about 60-70% green).
  2. The parts that are green, are getting long. Am I okay to mow now, even though there are parts that look like they are still kind of dormant?
  3. I have a couple of spots that have some kind of weed-- crab or dallis grass or something-- that is really high. Any suggestions on how to eliminate?
