I saw nothing like this when I was there last week.
Everyone was very friendly to me and my family. My wife had one experience with "locals only" pricing at a grocery store (time) but it was very minor.
Snow shacks and many other small shops and markets had just been allowed to open the week before. I'm sure if they want to activity block tourists they can make Maui as "exclusive" as Haiti currently is.
