I know this won't be popular here, but I wonder about eliminating single-family homes for rent. In other words, you cannot own a single family home unless it is for your own residence. If you want to own more than 1, fine. But it can't be a rental.
Renting out homes is basically a way for people with money to make more money. If I buy a home to rent out, sure it makes sense to me and is likely a good investment. But I'm not actually contributing anything productive to society - I'm just inserting myself as a middle man so I can turn a profit. This drives up the prices of homes and makes it even less likely for other people in less fortunate circumstances to be able to buy a home. In the long-term it also reduces the quality of a neighborhood. I don't know anyone who is excited about having a home by them that is a rental. Yet everybody wants to own a rental for the cash flow. It's honestly a pretty selfish way to do things and entirely self-serving.
