They know they are holding up traffic but it's not malicious. The worst is when they go to pass
but then there is a hill or something and they can't make it around the other truck so it ends up backing up all cars for a few miles.
Far far far worse than this is the idiot from California that is in the left lane going the speed limit or just under the speed limit and is oblivious to people behind him and does not ever once move over to the right lane where they are supposed to be. People from Cali love to say how horrible other drivers are but it is almost always someone from California holding up traffic in the left lane by never moving to the right as the law requires.
