This is designed to get Californians to Las Vegas, not Las Vegans to California.
Basically, you'll have Californians drive from their homes and park in a lot in Victorville. Then take the train to Las Vegas.... People avoid the major traffic jams between California and Las Vegas.
The other way around doesn't really work. You'd need a rental car in Victorville to go anywhere. Nope, it's for the Californians.
