Approached the neighbor about splitting the cost of a new fence. He told me they

spent all their budget renovating the house and don’t have any money available to help with a fence, even though it’s needed. He gave me the go-ahead to remove the old one and have a new one built. Well, the fence has been in for about 10 days and there is currently a landscaping company redoing his entire yard right now.
