Terrible policy, but would give more incentive to companies to issue dividends
instead of repurchasing stock, and swing the emphasis in valuation back towards cash flow a bit, rather than such a huge emphasis on growth. It may have the unintended effect of reducing financial asset bubbles and reducing volatility.

But any disincentive from savings is a pretty poor idea.
