I think the countries most likely to open sooner rather than later are the southern ones - Italy, Spain, Portugal that are so dependent on tourism for their economies (which was the big factor in Croatia and Greece opening) and the UK, which is far ahead of everyone else in Europe in getting the vaccine out.
