How does Todd Pedersen and Vivint execs avoid jail time for this?

So they knew their sales reps were actively using other people's identities to sign up unqualified customers, all to increase the company's market value, and in turn make a crap ton of money from going public?

Lehi-based Vivint Smart Home is dealing with its second multimillion-dollar settlement over questionable business practices in the last four months. On Thursday, the Federal Trade Commission announced it had reached a $20 million agreement with the company over abuses of customer credit information.
