But you've just highlighted the issue. Unfortunately Pitbull owners
don't have any assets to go after. If they did, they would protect those assets by getting rid of their pitbulls.

Ban all of the pit dogs! They were bred to kill and maim in ways other breeds can't. This is stupid.

All they have to do is require spay/neutering. Or, declare the dog a deadly weapon and hold the owners responsible
