Some thoughts:

1) What is the purpose of the rule? Break this down. Safety? Healthy Habits? Common Courtesy? Responsibility? Parental sleep needs? Parental control?
2) If the rule is violated? How do we teach the desired principal in a less desirable way (ie punishment)?

It would not be a bad idea to explain the purpose of the rule and discuss different ways that this lesson can be learned. Get their buy in
