Coordinated efforts by larger groups. They generally turn a blind eye to individual people posting online. When there is a concerted effort by a larger group however, the NCAA has stepped in and shut it down by threatening sanctions against the school. The OP was suggesting a larger coordinated effort of the type the NCAA has gotten involved in in the past
