Yes. For example, if you had two undefeated G5 conf champs (let's say #15ish)
And then an 8-4 ACC team somehow won the conference championship game (let's say due to the better ACC team having a temporary QB injury or something), it'd be likely the 9-4 ACC conf champ gets left out, but that better ACC team probably still gets in as an at-large team.
