Lost hot water during a bathroom remodel. Plumbing question.
We currently are doing a bathroom remodel and paying someone to replace a tub. Today he finished the plumbing and drywalled.

Tonight, after he left, we discovered that we have no hot water anywhere in the house (just slightly below lukewarm). I was worried that when he turned off the water maybe an element burned out in the water heater. But both elements show around 13 ohms.

He’s got the pipes just capped off right now in the bathroom. I’m a real ignoramus when it comes to plumbing, but is it possible that somehow the cold and hot water are mixing? Is this normal until you have everything installed or did he really screw up? Googling this stuff just seems like I’m trying to read another language.

I would call him but it’s quite late and tomorrow we are going out of town.
