Not true. I had a daughter attend BYUH and she deferred without ever providing
a mission call. BYUH's policy is just "tell us when you're going to be back." I really don't see why BYU can't do this.

Have him enroll at UVU and then if he feels the need after his mission he can transfer to the Y or he could get lucky
