I have no doubt worthiness is part of the criteria. But we are talking about

deferment, where there is a clearly defined process to successfully defer before matriculation. It wasn't remotely followed.

Thinking that they are being hard-nosed about it because they actually are secretly worried about his worthiness as opposed to just following what they said they would is the height of tinfoil hat, which I, for one, commend you.
