Yes they do. Under their contract, the Big 10 originally had automatic carriage
on basic-tier subscriptions for in-market teams; viewers did not have to buy a secondary tier for the channel. Not sure if anything had changed, but even though Rutgers is nothing special, the TV numbers in their viewing market are huge.
