There are two dominant conferences. The B1G and the SEC.
The ACC currently has a dominant team (Clemson), a recently dominant team (Florida St) and a couple of historically dominant brands from decades past (Miami and Virginia Tech). Let’s not pretend that the conference as a whole is ahead of the Pac.

40 top 10 AP finishes for the current 12 team Pac in the last quarter century

37 top 10 finishes (if we include ND’s 4) for the 15 team ACC

Adding up the last 3 NFL drafts the Pac sent 7.75 players per team to the NFL vs 6.92 players per team.

No question the ACC has had better top end teams perhaps because they have had an easier road to stay at the top. But looking at the overall conference the ACC is generally playing catch-up to the Pac. Unless we are talking basketball.
