Kansas, Iowa State to Big 10
Then WVU and Notre Dame to the ACC

While the PAC12 in an effort to get to 16 probably takes Oklahoma State and Texas Tech (state schools in good recruiting areas). Only question is if the other 2 are BYU, UNLV (potential sleeping giant but in a deep slumber currently) or some combo of K-State and TCU. If they take 4, that would leave Baylor alone in the Big12.

And PAC could have
Washington, Washington St, Oregon, Oregon State, USC, UCLA, Stanford, Cal on the West and Utah, Colorado, Arizona, Arizona St, Tex Tech, Oklahoma St and 2 of TCU, BYU, UNLV, KState in the east without being too ridiculous

You play the 7 teams in your division each year, plus 2 of the teams from the opposite division (so all of them over 4 years), one home, one away. That means you still have room for 3 OOC and only have at most one long travel in conference play (keeping in mind that it's still often Salt Lake to Los Angeles or the like)
