Some of them miss-calculated the risk, I think.
UT and OU probably always knew they had options.

Everybody else probably didn't perceive accurately the risks of staying at 10. Would it have kept OU and UT around? Maybe not. But depending on what happens next, this is almost existential risk for some of these programs. They could have at least reduced that risk and maybe netted more (or just even) money in the process.
