IMO, a power conference has a program or programs that regularly compete for NCs
By that standard they are not

Big 10- Ohio St 13
SEC- Alabama 16, Oklahoma 10
Pac 12- USC 10
ACC- Miami 9
Big 12 (without UT and OU) TCU 2
Notre Dame 13
However, they have been named as an autonomous conference so they always will have a seat at the table as a decision maker in the sport.
