Actually, most Utah reservoirs can go from very low to capacity in a year or two of normal winter snowfall.
Lake Powell will always be the exception since downstream demand is so heavy and unrelenting.

Deer Creek Reservoir could easily fill next spring with normal winter snowfall and without releasing extra water from Jordanelle Reservoir (which also receives its water from the Provo River).
