The USSR fell apart. So people do what people do and that is first self interest. It's when the oligarchs either came to be or were solidified.

My memory of the book is that he described how a very few benefitted tremendously because they knew what was happening while the vast majority of people had no clue and they just sold their interest in valuable assets for a pittance so a few could reap ridiculous returns.

But yeah, very good book.
