The CA government has been dysfunctional for a very long time. Prop 13 is just one example.
As a homeowner in CA, it is nice to not have that property tax bill shooting up with the housing market, but if the CA state government had had its act together way back in the day, they might have been able to come up with a solution that didn't hamstring the state the way Prop 13 did.

I know it sucks, but Prop 13 did not double the tax. Prop 13 kept the previous owner's property tax from rising up to
