If driving drunk could effect you seemingly at random, yes... absolutely.
As in, the driver didn't know he was drunk, could become drunk at any moment without his knowledge and be basically assured he would spread his drunkeness to at least someone he contacted leading to more drunk drivers where someone eventually would die down that chain. Yes, put mandate a breathalyzer on automobiles.
