For domestic violence it is guilty until proven innocent. Courts/governments don't want the bad publicity of someone getting harmed whule waiting for the court date.

There is very strong language and severe penalties for the accused, even while waiting for the hearing.

Depending on just how dirty the woman is and how mich she knows the guys routine the accuser could easily get the accused "caught" violating the injunction.
