I had to read it like three times but I think what the intent is

That we have to give 2 years notice we are cancelling specific games and we can cancel those games up to 2 years after joining the conference.

So if we join in 2023 we have until 2025 to cancel games without penalty as long as we give 2 years notice. So even if we cancelled the 2028 game in 2026 with 2 years notice it would still have a penalty because the cancellation came more than 2 years after joining the concernce.
