Oh my word. You can contact a player’s head/neck area if he is not defenseless.
The play was a bad call because contact was on a player who wasn’t defenseless and it wasn’t with initial contact to the head/neck area.

He didn’t lead with his helmet yet his helmet hit the PSU player’s helmet first before his shoulder hit him?
