If the regular season should mean something then I can't see how you take the

leap that the team that outperformed all but one during the regular season shouldn't make the playoffs. If that's happening then there's a problem. No one wants to destroy the fun of the playoffs. It should make better sense though. You want a hard cap but don't care about unequal competition?
