the issue isn't the docks, it's that there isn't enough truck or intermodal available to get containers out of port, so
along your lines of thought, I think that we could use the military, there are a lot of troopies with a license to drive big trucks. What if we mobilized them to drive convoys of containers to inland central hubs where regular truckers could pick them up and make final deliveries.
Same for the railroad that can't get crews to man intermodal trains, bring in the engineers from the military (yes, it is an MOS in the military to be a locomotive driver) and run those trains east to intermodal hubs.
There are ways, but Brandon doesn't have the right people working the problem.
