Nice idea in theory but I have zero faith in the government to implement it
Correctly.
They would hire subcontractors instead who would then do a half *butt* job and the government will just shrug instead of holding the contractor responsible. Then when someone in the media finally has the balls to call them on it they will say but Trump.
