I just read an article from the truck drivers perspective
That they show up to pick up a container and have to wait hours to get loaded. If they complain about the wait, the dock workers take longer or just ignore them and load other trucks. Often times these guys have to wait overnight or come back the next day to get loaded after waiting hours the day before. Dock workers taking 2 hour lunches and not staggering their shifts, so the docks sit empty for several hours a day while everyone takes lunch at the same time.

Doesn't sound like a truck problem to me. And if it is a truck problem, maybe it's because the truck drivers are now refusing to go sit for hours to get loaded when they can be getting paid to pick up and take loads from somewhere else.
