Maybe decide on pre-approved replacement cycles like we do at the university.
If something breaks before it's up for a replacement, then you have to go find a used item or a hand-me-down. If I were to break my university laptop, I'd have to use the loaner that they checkout from the media center that is older until the regular replacement cycle says I get a new one.
