“ Workers have said companies struggling to hire aren't offering competitive pay and benefits.”
This was a quote in the article. I’m wondering, what are they comparing the pay and benefits to? Having no job at all? How can something (the job they’re applying for) not be better than nothing (what they currently have)?

Depends on the job. But if you go out in public you can see that there are employee shortages with your own eyes. Both
