Totally agree. I've had to drill it into one of my kids not to try to pet every
dog she sees. After a few years of drilling this into her, she now usually just smiles at the owner and says "I like your dog" and sees how they respond. If they tell her that its OK to pet it, she does eagerly. But otherwise she just keeps her hands to herself.
My other two kids are sort of indifferent to dogs, and my wife (who I think must have had a bad episode with one at some point) is pretty reluctant to get around them at all.
