why not just limit the number of pitchers you can use in a game? The Dodgers used 9 pitchers the other day. Seems extreme.

That will still be there in the later innings, but not the 4th inning. I guess some people like that.

they already created a rule to limit that, if you don't know, every reliever has to face a minimum three batters before

7 guys pitched over 190 innings this year. The workload is incredibly low right now.

That is another idea. 5 pitchers available unless there is an injury or extra innings.

It won’t change starter workloads. It will change starts by 1-2 inning relievers
