I've actually heard the opposite. Planet Money did a podcast on it I think and
Their conclusion is that quality of service had no impact on tips. Most waiters/waitresses notice this after being on the job for a few months and so after their first few months the quality of service drops off pretty significantly and the tips stay the same.
Tipping culture is dumb and ineffective. Changing it would be a win win for everyone.

The most consistently good service I get at a restaurant is at Chick-fil-A where tipping isn't expected.
