I would say it has to be cold places.
Because in LA, Hawaii, and Florida rich and poor can go to the beach. There are tons of public beaches, and the beach experience is the same if you get on a bus and drive in from the poor part of town vs walk from your condo; once you get on the beach it’s all the same. If anything, my experience is that poor folks take greater advantage because the beach is free. Here in Florida I see families of 20 Latinos BBQing on the beach with music and they look like they are having an amazing time.

NY is the quintessential example on the other end. If you’re rich you eat amazing food, can get limos or cabs everywhere so traffic isn’t an issue and you can afford to live close by. Crime is less of an issue with doormen and security. You can live close to Central Park. Compare that with someone living in queens. Everything is expensive, you live 90 mins away from your work and have to take a bus and subway to get to work. If you want to do anything fun there is no public beach or whatever during the cold months so you’re stuck in your tiny apartment. And AOC took away all your jobs by protesting Amazon. Must be terrible
