I can't speak to what they need to do but
I'm not aware of BYU having a hiring problem. They likely know their appeal and cater to employees who want what BYU offers and don't begrudge anyone leaving if the circumstance don't fit them. I once applied to a large well known company with tons of positions open but I couldn't get past one experience question that didn't even seem relevant to me and my experience and I knew I would be a great fit but it kept weeding my resume out. I had several VP level contacts at that company and one them spoke to the VP of HR to ask about it. She admitted that it likely wasn't necessary but said they had never had a problem hiring for exactly what they want even if they missed on other great candidates so they were unlikely to change.

Seems like the BYU pay situation to me. If they see the quality of their employees or the ability to hire qualified employees diminish pay will increase. Most of us see that as Nickle and diming employees but businesses weigh all kinds of factors and that just tells me BYU is ok with employees leaving to pursue other opportunities if they want must higher pay for the same position. I think they will likely increase the coaches pay with more conference money but I expect they will always have a smaller budget there than most P-5s. Its not about the money. Personally I think they prefer someone who is at BYU for reasons other than the highest income in the country and that is a larger factor than funding which they could come up with if they really wanted to. I'm confident that if BYU wanted to they could go to 5-10 wealthy alumni and simply ask them to cover the difference and make this one of the highest paid jobs in the country. I'm also confident they will never do that.
