After 2nd down, Staley had no idea if the Raiders were going to try for a 1st down or if the Raiders would kneel on the ball (or run an extremely conservative play) on 3rd down.

Decisions like the timeout aren't made in a vacuum.

On 1st down that series, the Raiders had a 12 personnel with their TEs right next to the tackles and the single back directly behind the QB. On that 1st down, the Raiders ran in straight ahead between the tackles and lost a yard.

On 2nd and 11, the Raiders had 11 personnel with the QB in shotgun, the back to his right, and the TE set back outside the right tackle. On 2nd down, Carr handed it to Josh Jacobs who ran off left tackle for 7 yards.

Then, on 3rd and 4, the Raiders came out in the exact same 11 personnel formation.

Are they gonna run it again (as they just did out of the same formation), or will they pass it? (I don't have the data, but I'd be willing to bet that across all teams, the majority of plays with 11 personnel with the QB in the shotgun are passing plays.)

If you're the Chargers, your only goal in that situation is to prevent the Raiders from getting a first down. And because the Raiders again, had a personnel group and a formation out of which a pass play is typically called, I think you have to take a TO right there if your the Chargers.

Of course, Collinsworth has to pile on Staley even though Collinsworth is a clown.

The biggest issue in all of this is the evidence that the state of college and NFL football color commentary is really, really bad right now.

Tony Romo is amazing and Herbstreit is really good too. Troy Aikman is AWFUL and Collinsworth is not much better.
