There are some schools that are able to base it on a high % of kids who...
...qualify for free or reduced school lunch. I know of several schools in areas with dense subsidized housing that a high percentage of the kids qualify, so rather than collecting money from the few that don't they just give everyone in the school a free meal.
There may be other districts or schools that do things differently. I just know of a few schools that did it that way when I was doing an internship a few years back.

Too bad you didn't go to my kid's schools. Lunch is free for all students. I don't know how they do it, but its all free
