Looks into the IWE and hub vacuum. They are known to make a high pitch whining
if there is a vacuum leak or they go bad. Sometimes it could also be the actuator, unjoints, low transfer case oil, rear diff wear, bearings, tires, etc.

It may be worth having a mechanic look at but here is a video on the IWE system and how to check it if you have the tools. At minimum look for a torn hose or disconnect the vacuum and drive it around for a little while in both 4WD and 2WD. You may be able to hear it stop if it vacuum related.
