Several things at play.
1. BYU doesn't have intimate knowledge of every LDS athlete in the country. I may not remember if he's the same athlete, but sounded like Waller hardly knew BYU existed either (until last year). Not every LDS athlete has connections or ties to BYU.
2. BYU relies a lot on their own camps to evaluate talent and offer early. If you don't go to their camps, BYU may take longer to find you out.
3. BYU *should* improve recruiting resources in B12. Before, though, they've had such limited personnel to handle this. This may be why camps became a primary area of finding and evaluating talent. I have no idea. I'm not plugged in to all of this like others may be.
I hope recruiting improves across the board. I hope top LDS talent will go to BYU. Until recruiting resources improve, I try not to assume that BYU is whiffing on top talent all over the place.
