They are big states
and if a pattern of regular high pressures pushes the storm track 200 miles further north than normal, the difference between states can be stark. I mean, look at SE Utah vs NW Utah. It's only 350 miles, but one is at normal snowpack and precipitation, where the other is at zero snowpack and 50% of normal precipitation.
