Well ...
The first one had a little better ERA, but the second got two more starts. In my mind it would really come down to what offense each pitcher had behind them. If they were both pitchers on the same team, then I would think the first pitcher may have one or two more wins due to the ERA being 1/3 of a point better. But if they each had different offenses and different closers coming in behind them, well, in that case I would need a lot more info to give a more informed answer.
