I say the Nuggets because they have had plenty of chances where they should have won the lottery and yet in their
history they have never had the #1 pick and never moved up in the draft lottery.
In recency bias I think they would have had a great chance to win a title the last two years and a multitude of injuries to key players have prevented that.
But, I get the Jazz argument as well.
