Work three weekends in early spring to Xeric scape the yard in anticipation
Of continued drought or dry conditions. Yes it's work, yes it takes planning, but when everyone else's yard looks like trash yours pops off the curb appeal thus hopefully inspiring others in the neighborhood to follow suit. Especially if you're evangelizing the project.

If it's not a question of cost one could easily contact xericscaping experts (landscaping companies that specialize) and they can work with the homeowner to create an amazing landscape that is drought tolerant using plants that are indigenous to the area or are compatible with the area. Along with rock and gravel work, you've just raised the value of your home even more.
