I've had to deal with HOA's in the past and once I have all the paperwork from
the city and county regarding water conservation and beautification of the area, I've never had any problems. It isn't about shaking a fist or being grumpy or angry. It is about softly sharing what the City and County even the State are requesting, promoting and in some cases demanding.

For example if you are in the state of Utah, you can actually be reimbursed for the cost of xericscaping the strip of grass on the other side of the sidewalk facing the curb. Most areas that is actually not considered the homeowners property, but we all know that most of us will run the lawnmower and weed and feed and even water that strip of grass. In Utah the "Rip the Strip" program has existed for quite some time and it is an effort to reduce water usage. You can put rocks or gravel in it. Plant succulents or drought tolerant plants.

This is how you tackle the HOA's.
