homeless to some degree, due to higher crime, decreased economic vitality of our cities, etc. Plus all the money currently spent on failed homeless initiatives. So I think a decent ROI for mental hospitals could be calculated.

But selling that ROI as a positive to a skeptical country would be very difficult, and yes the party doing it would be called racist. This is why we can't have nice things in our country (or even just human decency as I feel this would be)
